NEWS  |  ISSUE 19 May 2018 – 8 – PSSA Member News O’Connor Fencing - Protecting Nuclear Assets O’Connor Fencing has enjoyed a long-standing relationship with the civil nuclear industry, manufacturing and installing security fencing for many sites and facilities throughout the UK. The latest contract, for a major civil nuclear site, is valued at up to £10 million over the next three years and consists of manufacturing and installing bespoke high security perimeter fencing and gates. This complex and challenging project is subject to the stringent quality and safety requirements of CPNI and the civil nuclear customer. Manufacturing is controlled under the O’Connor Fencing ISO 9001: 2015 quality management system certification and CE certification, with the customer requiring approval of quality plans, welding procedures, personnel qualifications etc: prior to work commencing. Customer controls applied during manufacture include audit/surveillance activities, review of material certification and traceability, inspection and witness, final release and acceptance of the lifetime records package. Site installation is subject to similar customer control and oversight, with stipulated safe systems of work and all personnel being verified as SQEP, nuclear language for suitably qualified and experienced to carry out the work. O’Connor Fencing has for many years liaised with the CPNI, design bodies, customers and industry peers to contribute to improvements in physical perimeter security design, manufacturing quality and installation excellence. The purpose-built LD6 facility is in the heart of Europe's largest financial market and has direct connectivity to the London Internet Exchange (LINX), one of the world's largest Internet Exchanges. Due to the state of the art technology and highly sensitive data stored within the facility, a comprehensive security plan identified the requirement for high security perimeter fencing to protect against present day threats of trespass, sabotage and terrorism. A team of experts from Procter Contracts were tasked with protecting the 86,000 square foot facility and advised on the use of high-security perimeter protection. A spokesman from Proctor Contracts said“Our team understood that designing effective security solutions requires in-depth knowledge and experience of minimising the potential risks and threats of a given site. This assessment identified the potential security issues and resulted in Pro-Sure 358 fencing being installed to make sure the rigorous security requirements were met. The installed secure perimeter fencing around the data centre enabled the client to meet the highest security requirements required to operate its business.” Specifically designed for high-security applications, Pro-Sure 358 high security fencing consists of 76.2mm x 12.7mmmesh. This meant that not only would it be impossible for would-be trespassers to get a foothold or wire cutters in the fence, the improved through visibility enabled the area on the other side of the fence to be monitored easily.
